Literacy campaign: 2003-2004

Faced with the necessity of helping the population of Burkina Faso to escape chronic illiteracy and ignorance- contributors to under development and its corollaries, poverty and misery- APS, in its daily interventions in rural areas, is heavily involved with grassroots community organisations (Village Community Groups), largely in the research and promotion of means of access to literacy and non-formal education.

Thus, from 1995 to the present day (2002), APS, in conjunction with six partners in rural areas, has been able to construct twenty-five Literacy Centres in three Provinces: Oubritenga, Passoré and Kouritenga.

As is evident from our evaluations, today these centres have clear benefits for the direct beneficiaries of the project: the village communities. They are also tools to be used by all to overcome illiteracy and under development.

With this in mind, the current project aims to support the annual functioning of five literacy centres in five villages of the Department of Ziniaré, Province of Oubritenga, with the goal of a greater impact. These centres have very real problems in their day-to-day functioning due to a lack of resources to support teachers and project leaders, sustain material (for office supplies and writing materials) and administrative (costs of monitoring and evaluation) costs. In its continuing efforts to combat illiteracy, APS, in partnership with Village Community Groups, has constructed many and is continuing to construct literacy centres. However, most of the projects are critically under funded and to date our efforts remain insufficient to properly address the problem of illiteracy.

The successful completion of this project is thus a priority in the process of increasing the literacy rate in these communities.

Impacts

Quantitative results
  • 5 literacy centres are now set-up and functional
  • 235 participants (youth, men and women) benefited from the literacy campaign of 2003- 2004, 150 in the Basic Literacy First and Second Year Programs, 60 in the Specific Technical Training Program, and 25 were trained in teaching basic literacy
Qualitative results
  • The technical support staff (Literacy teachers, Supervisors, and Program planners) are trained, motivated, and prepared
  • The literacy centres focus on and pay special attention to encouraging the participants to maintain regular attendance because this will be the most effective way to learn and the participants know that this produces better results
  • The literate participants can now read and write in their language (Moore) and better control their socio-economic environment
  • The literacy rate in the areas of the intervention campaign have increased by 15 to 20%
  • The participation of the local population in community development activities is now possible

Monitoring and evaluation

  • Permanent Internal Monitoring: the leaders of the groups and management committees will follow the daily progress of activities at the different levels of interactions between people to trace their progress and be able to facilitate between people and assist in problem solving
  • Monitoring Period: Monitoring to be performed by supervisors throughout the period covering the literacy campaign. Monitoring records will be established for the purpose of assessing the different activities
  • Evaluation: will be conducted by the DPEBA on the basis of objectively verifiable indicators defined by the Convention Agreement, in relation to the objectives set by DPEBA for the campaign
