According to the state of affairs presented by the National Study, the majority of the Burkinabe population is affected by poverty. These populations have limited access to basic health, education, shelter, water, electricity, information and communication services. A number of difficulties and constraints contribute to this situation, especially in rural areas. The study cites the following major constraints:
- lack of access to financial resources
- little modernization of agriculture
- little development of rural infrastructure
- weak purchasing power
- high illiteracy rate (especially among women)
- high maternal and infant mortality and morbidity rates
- precariousness of the situation of women and children and their social marginalization
- environmental degradation
- disintegration of existing social structures
- poor access to information
The strategic plan of Burkina Faso, through the Strategic Document for the Reduction of Poverty (DSRP) and the Millennium Development Goals, aim to combat the above constraints by means of:
- the generation of wealth
- capacity building and support for basic social services
- improvement of living conditions of vulnerable groups
The greatest challenge to overcome in achieving the above objectives lies in involving communities in their own development. Any approach taken to achieve these objectives must be based on activities in the target communities that are adapted to the community’s unique needs.
We propose a community radio, where women, youth, the working, the unemployed, the elderly, the handicapped, artists, entrepreneurs, and any others, without exception based on title, merit, or otherwise, are invited to express themselves. Arbolle FM will be at the service of the local population, a radio for everyone, where those who feel have something to share and those who feel they have nothing to share will be invited to speak. This radio will be a meeting force for all members of the rural community.
As an instrument of popular participation in local development, the radio will respect its listeners and their differences. Arbolle FM or Radio FM Women and Community Development will strive to inform, entertain and help its listeners.
Arbolle FM will promote peace and tolerance between communities, will oppose tribalism, racism and incitation to violence and conflict.
