FM Community Radio: Women and development

The birth of a community radio has been a keen interest of the women of APS for a long time. The radio would allow the women of Arbolle and the surrounding areas to enjoy this communication tool and to stay in tune with the ever-changing world we live in. The radio provides a means of expression for women, youth and the elderly, allowing them to relate their personal stories and the stories of all those living in rural areas.

Motivation

According to the state of affairs presented by the National Study, the majority of the Burkinabe population is affected by poverty. These populations have limited access to basic health, education, shelter, water, electricity, information and communication services. A number of difficulties and constraints contribute to this situation, especially in rural areas. The study cites the following major constraints:

  • lack of access to financial resources
  • little modernization of agriculture
  • little development of rural infrastructure
  • weak purchasing power
  • high illiteracy rate (especially among women)
  • high maternal and infant mortality and morbidity rates
  • precariousness of the situation of women and children and their social marginalization
  • environmental degradation
  • disintegration of existing social structures
  • poor access to information

The strategic plan of Burkina Faso, through the Strategic Document for the Reduction of Poverty (DSRP) and the Millennium Development Goals, aim to combat the above constraints by means of:

  1. the generation of wealth
  2. capacity building and support for basic social services
  3. improvement of living conditions of vulnerable groups

The greatest challenge to overcome in achieving the above objectives lies in involving communities in their own development. Any approach taken to achieve these objectives must be based on activities in the target communities that are adapted to the community’s unique needs.

We propose a community radio, where women, youth, the working, the unemployed, the elderly, the handicapped, artists, entrepreneurs, and any others, without exception based on title, merit, or otherwise, are invited to express themselves. Arbolle FM will be at the service of the local population, a radio for everyone, where those who feel have something to share and those who feel they have nothing to share will be invited to speak. This radio will be a meeting force for all members of the rural community.

As an instrument of popular participation in local development, the radio will respect its listeners and their differences. Arbolle FM or Radio FM Women and Community Development will strive to inform, entertain and help its listeners.

Arbolle FM will promote peace and tolerance between communities, will oppose tribalism, racism and incitation to violence and conflict.

Objectives

Through the creation of this community radio, the project will strive, through participative, interactive and multi-disciplinary programming to support community development activities, health, education, civic spirit, environmental protection, agriculture and public works.

This is a free, rural, educational, citizen’s, popular, participative, interactive and alternative radio.

The primary mission of the community radio is to create a setting for consensus building and expression for populations in order to identify their problems and find solutions.

The radio will contribute to education and entertainment for local populations and will also promote local efforts towards the development of all segments of the community. The radio will accomplish these things in the following ways:

  1. assist in the emancipation of women
  2. promote discussion and participation in key questions of common interest
  3. facilitate access to information and expression by all members of the community
  4. facilitate dialogue and exchanges between populations
  5. educate and entertain the population
  6. contribute to the protection of children
  7. relay new ideas and projects concerning the local population
  8. inform the population about the management of the region by involving them in the management and maintenance of public works
  9. encourage the population to elaborate a culture of peace
  10. promote democracy in order to accelerate economic and social development in rural communities
  11. promote and relate the activities and programmes of APS

In summary, the objective of the FM Community Radio is to create social interaction through the participation of populations, with an emphasis on women, in the conception, elaboration, and production of multi-themed, interdisciplinary radio shows and to take charge of their futures.

Philosophy

The installation of Arbollé FM will increase the well-being of its members and contribute to the development of the rural community in several ways:

  • Information

    Priority will be given to the transmission of practical information relating to health, the environment, education, culture, the struggle against discrimination, literacy…, all of which help lead the population towards a higher quality of life

  • Education

    Training in trades, consolidation of gains, social inclusion of youth and particularly women

  • Culture

    Informing the inhabitants of Arbollé of local cultural activities (concerts, demonstrations, “Dassandaga” , customary celibrations, training) and promote the talent of local youth

  • Freedom of expression

    Allow inhabitants to express themselves over the air ways on subjects that affect them in daily life and facilitate exchange between local actors
